Putin: Risk of Nuclear War “Rising”, Will Defend Russia With “All Available Means”

President Vladimir Putin, who vowed to use all military means to defend Russian territory, said Wednesday that Moscow would only ever use nuclear weapons in response to an enemy strike.

“When we are struck, we strike back,” Putin told a meeting of his human rights council, stressing that his country’s strategy was based on “so-called retaliatory strike” policy.
